In the future if the herd grew to large and drastic measures needed to be taken then I could see using he rifle hunters to harvest some does in certain areas. As of now the muzzleloader hunters with the third tag should be able to handle the task of thinning the herd. As well as the bow hunters.
When does the moose lottery happen?
