George,
I believe you missed part of my point. F&W IS considering opening up part of WMU "D" for the harvesting of does, Dr. Haskell even indicated that there was a lot of talk about doing so for this season. At the Lyndonville meeting, some residents and hunters who hunt that area under consideration, even advocated for the "doe season".
My suggestion was very simple: If there is consideration to harvesting "does" in some of these new areas, where doe hunting not been allowed for up to 10 years now; how about issuing the permits to the Muzzleloaders and stricking a balance between the number of days of opportunity for Muzzle loader hunters and rifle hunters, as compared to the number of days and number ot "tags" that bow hunters already have.
Right now, with today's rules, the Bow hunters have more days to hunt and can kill more than one deer than the Muzzle hunters or rifle hunters.
I suggest that if F&W can manage a lottery to shoot moose, they can easily operate a lottery to allow for the shooting of an additional deer.

I can remember, during the late 60's and early 70's when permits WERE issued to rifle hunters to allow for the taking of does. If it worked then, it can work now.
